Homelessness Prevention and Rapid Re-Housing Program (HPRP)
Our newest program is The Homelessness Prevention and Rapid Re-Housing Program (HPRP). HPRP is part of $1.5 billion in federal funds that deals with issues of homelessness caused by the economic crisis. This new program is administered through the City of New Haven.
Goals of HPRP
- Provide temporary financial assistance and housing relocation and stabilization services to people who are homeless or would be homeless but for this assistance.
- American Recovery and Reinvestment Act of 2009 (ARRA) allocated approx. $15M to State and cities over 3 years through HUD.
- City of New Haven - $1.3M over 3 years.
- Primary focus is renters who are affected by the economic downturn.

Types of Assistance
- Prevention
- Assistance designed to keep current housing or move to other housing.
- Rapid Re-Housing
- Assistance to homeless persons to obtain and retain housing.

Eligible Participants
- Incomes at or below 50% of Area Median Income (AMI).
- No appropriate subsequent housing option indentified AND household lacks financial resources and support networks needed to obtain immediate housing or remain in its existing housing.
- Rapid Re-Housing – must be homeless.
- Prevention – must meet one or more risk factors.
